See PHI1417. Searching for https://secure.phabricator.com in global search (on this install) fatals:

Refusing to redirect to local resource "". This URI is not formatted in a recognizable way.

The "treat a URI as a redirect" rule isn't handling this case correctly; the URI is reducing to "" but should reduce to "/".
