OAuth Application object view pages have some out-of-date UI elements

Description

See downstream https://phabricator.wikimedia.org/T226249. When viewing an OAuth application configuration at /oauthserver/client/view/X/:

  • the page layout components are generally a bit out of date (no curtain; full-width timeline);
  • clicking the "Custom Policy" link in a "alice changed the policy from X to Y" generates a dialog with no "Close" button, likely because the Handle for the object is missing a URI.
