Description

A customer is reporting being un-able to move Phriction documents, getting a generic "Documents must have content" error.

D18069 appears to fix this, but I want to understand where it blames to and possibly pursue a more graceful fix since D18069 feels a little flimsy.

This doesn't have a repro and will probably be fixed via rewrite / modernization in T13077 anyway.
