Conpherence @mention auto-complete should prioritize members of the room

On large Phabricator installs with hundreds of users, it's frustrating that the Conpherence mention auto-complete doesn't sort members of the current room to the top of the suggestions, resulting in more keystrokes than necessary. This might have larger scope than Conpherence: maybe mentions should always be aware of their context and prioritize users appropriately (subscribers of a task, members of a project, etc etc).

This should probably work globally on any object.

I have to type @epri and @amck to find you both, and it's my most common mention.

In the case of Conpherence there should be IMHO 3 "lists" considered for prioritized mentions:

  1. most recent active users in the channel, so replying to one of the the latest message with a mention is straight-forward
  2. members of the channel
  3. global user list
