We offer an "A revision is updated." mail tag in email preferences, but it's pretty much useless because updates are always accompanied by a comment, so you can't really discard update mail (your "comment" setting, which almost no one ever disables, effectively overrides it).

We should probably special-case update-comments (which are more-or-less mandatory) to not generate a comment tag.
