make it possible to turn any image in a review (any file) into a mock

Description

Sometimes images are included in a revision which reviewers may want to comment on. Other times a screenshot is included in a test plan as an embedded file ({F123}) on which a reviewer may want to point out a mistake. It would great if it were possible to comment on arbitrary images and have them turned into full fledged mocks.
