Add ability to flag user to not trigger notifications

Description

We quite often do batch maintenances, typically (un)tagging of tasks. Users are not so much happy with that, since then they get bunch of email notifications about that while the change itself is not of importancy to be notified by email.

Hence the idea came:

Have possibility to flag user account with flag which will skip notifications, either all or at least mail sending.

The concern here, though well intended, is that it circumvents the audit-ability we build into Phabticator on purpose. We don't know why users have requested to receive notifications,

Specifically we need to know the root problem that occurred that prompted this request to begin with. Right now all we have for information is that too much email was sent out during some operation. There might be other solutions depending what exactly happened and why, to solve this core problem.

We need a root problem description to move forward here.

We are very unlikely to implement any features which allow a malicious user to evade alert rules (or, particularly, act without leaving an audit trail).
