At https://phab-01.wmflabs.org/people/invite/query/advanced/ there are no fields, just a 'Search' button, which presumably does the same thing as the 'All' query

This isn't a bug, there are just no fields available.
If you'd like some fields, please file a feature request describing your use case (see Describing Root Problems).
If the lack of an explicit "There are no fields available for filtering these objects." message is causing a concrete usability issue, let us know. But it sounds like this is just something that could be slightly more usable but isn't causing problems. It's very hard for us to prioritize fixing theoretical non-problems (see "Hypotheticals" in Contributing Feature Requests).
