Harbormaster has several obsolete, nonfunctional build steps which should be removed before we unprototype Drydock.

For example, the HarbormasterLeaseHostBuildStepImplementation does not function; builds should use the HarbormasterLeaseWorkingCopyBuildStepImplementation step.
