We want to be able to create shortened URLs in Phurl that are hidden / not searchable in Phabricator, but do not require login to actually redirect. The reason is that we want to be able to provide a link to beta or test software and we only want a selective group of people outside of the company to be able to download it (but they aren't part of the company / may not be technical users, so we can't ask them to go through the account creation process). Currently if you make a public URL that anonymous users can follow, it appears in search / list interfaces in Phurl, but we don't want anyone to be able to jump on the Phabricator instance and list or search for these kinds of URLs through https://code.redpointgames.com.au/phurl/.

I don't know if this qualifies under a suitable target audience, given that the people following the Phurl links are outside the development team (and might be press or a subset of users of the software).
