Steps to replicate:

1. You have to join the project
2. Create a revision, attach the revision to the project (The author have to be another user too, not you, so you have three users: Author, blocking reviewer, you)
3. Add another user as blocking reviewer (not you)
4. You are not a blocking reviewer, just a "normal" reviewer
5. Accept this diff
6. The diff needs now still review, because the blocked reviewer did not reviewed it yet
7. You can see the diff at "blocking others" at your dashboard, but normaly it should be listed as "Waiting on Others", because you can just wait for the blocking reviewer
