The change handoff section of the harbormaster user guide, mentions a "automatic staging area".

Is there any further documentation on what this means and how to configure a project to use it?

The document you linked to contains this statement:

Automatic Staging Areas: This is the recommended mechanism for change handoff. This mechanism has not been built yet, so you can not use it.

It also contains some information about what it would do if it did exist.
