Edit Locked Task message ??

From today I've seen that message if I try to create task from anywhere - Project page, My favourite menu, shortcuts or any.
The message is:

Edit Locked Task
This task is locked. Edit it anyway?

T12335 introduced this feature - see there for discussion and some instructions.

If you hadn't done anything to cause that, it could be a bug.

I saw that task after quick search....
But I suppose must report a bug because that appear even I'm going to create new task (not editing existing one):
