What is the "subpriority" column in the "maniphest_task" table?

Could someone explain what the "subpriority" column in the phabricator_maniphest.maniphest_task table is for, and what action would make it have a non-zero value? Wondering because in my test instance it's always 0, but not in our production instance.

This column is updated when you reorder tasks in a priority-ordered view, or drag them relative to one another on a priority-sorted workboard. It stores the relative order of tasks within a given priority level.
