This could be related to T6608. We are having the same issue when someone issues a commit with a long summary.

I was able to get the daemons in configuration. Needed to restart the httpd service (I'd restarted everything else but may not have done that one). Now it's just the error about the summary.

To make you aware of what was happening. The data was cleaned up on this end but thought there might have been a cleaner way of dealing with a bad character. Because of the cleanup on our end, this is not an issue for us at this point.
