This directory has an unprivileged user as its owner. I changed the owner to root:root, still no success.

The install has following structure:-
{WS}/phabricator
{WS}/arcanist
{WS}/libphutil
{WS}/PHPExcel
where {WS}=the workspace for phabricator installation.
