Fixes T8893, Uninstalling an application, as a non-admin, should give the same modal as clicking "Edit Policies".

Test Plan

Open /applications/view/PhabricatorAuditApplication/ and confirm that "Edit Policies" and "Uninstall" result in the same modal.
