Provide user-friendly modal when a non-administrator attempts to uninstall an application

Description

If a non-administrator visits an application view page such as /applications/view/PhabricatorAuditApplication/, they are displayed with a dialog if they click on "Edit Policies":

Clicking on the "Uninstall" button, however, does not render any informative modal.
