Allow users to watch repositories

Description

There are some good advantages:

  • User would not miss the moment, if they want to update a local code (or at a external machine)
    • Notification per mail
  • At the moment there is no possibilty to watch a repo (if you don't watch audit, but not all phabs have audit installed)

I think it would be great, if users can watch a repo, so they don't have to look at the history several times.
