Configure phurl.io against secure.phabricator.com

Description

I have phurl.io set up as HTTP, but should really make it HTTPS and need to buy a cert and probably need to put two ELBs in service to do that, then adjust the security group to drop inbound public traffic and make DNS changes. This is a lot of work so I am filing a task instead.

I did a chunk of this work as part of T10629 and we're in better shape on accepting SSL-terminated traffic now.
