Allow setting a default view and edit policy for Phriction

Description

It's not currently possible to set a default "Can View" or "Can Edit" policy for Phriction. I think that this functionality would generally be useful.

The default policy for x/y/ is inherited from x/. The expectation is that this is always the correct default. What's your use case where this isn't the correct default?
