Unable to turn off Desktop Notifications

Description

In Settings, I turned on Desktop Notifications to test out. After a week I decided it's not for me and turned it off. I'm still receiving these notifications on my browser (Chrome/Mac).

I think this has never worked -- nothing actually reads this preference. This makes converting it for T4103 a little tricky.
