Support more complex human-usable weekly clocks in trigger infrastructure

Description

We need a weekly clock trigger that allows the specification of multiple times per day, so that can schedule builds to occur multiple times per day. In addition, we need to filter out (or in) specific days such as weekends.

This could probably be built with RRULEs now, but we don't currently have use cases / plans around a general-purpose cron-like tool.
