Create an "OpenStack" umbrella project

Description

Hi! My name is Thierry Carrez, I'm the Director of Engineering at the OpenStack Foundation, the project team lead for the Release Management team and the chair of the Technical Committee for the OpenStack project. OpenStack is a large collection of projects to implement a fully Open Source Cloud Computing platform. We are currently using Launchpad to track tasks in OpenSTack, but are strongly considering migrating to Phabricator to track tasks across our hundreds of repositories for our thousands of contributors.

I've started to file tasks to track issues that are related to OpenStack adoption. Having an umbrella project to track them overall would be great, much like the one you've created for our friends at the Wikimedia Foundation. Thanks in advance !

I created OpenStack, you should have permission to edit it. Feel free to change the name/icons/description/permissions/etc -- the restrictions on project creation are just because they're relatively long-lived objects and users poking around / testing things loved creating random test projects.

Thanks! I totally get the restriction, in fact we'll likely do the same on our own instance.
