Symbol lookup requires ctrl-hover-and-click, instead of just ctrl-click

Description

After recent changes in T8302 it's not possible to ctrl-click anymore to open lookup for symbol.

Always reproducible. To reproduce, open for example

https://secure.phabricator.com/diffusion/P/browse/master/src/applications/system/engine/PhabricatorDestructionEngine.php

Move mouse to any symbol and press control after that. Attempt to click on symbol. It doesn't work. If you mouse out and in symbol element it starts to work.
