Herald rules block staging repo pushes

Description

I am trying to setup a staging area for one of my repositories, but we have a global Herald rule that prevents commits from being pushed before they have an approved differential review. Thus, when arc attempts to push to the staging repo, the push gets blocked by our global herald rule, stating that there is no approved differential review.

One thing I was thinking: having the ability to ignore commits in Herald based on tag would solve this, you could just set Herald to ignore any tag matching phabricator/diff/\d+
