Currently, when a user enters the approval queue all the admins are notified. However, when a user is approved only the user and the admin that clicks approve is notified. This means that all the other admins will click through to an empty queue (or at least, not see that specific user).

An alternate solution to the problem would be to be able to set an "admin mailing list" that always gets notified.
