Currently, when a user enters the approval queue all the admins are notified. However, when a user is approved only the user and the admin that clicks approve is notified. **This means that all the other admins will click through to an empty queue (or at least, not see that specific user).**
An alternate solution to the problem would be to be able to set an "admin mailing list" that always gets notified.
