For some use cases, we want users to be able to request to join a project and have someone with (edit/join/new) rights to be able to approve those users for that project.
It would be similar to the user approval queue, but for individual projects.

Can you describe the problem you are having with Phabricator? What real use cases does this solve?
Some of the uses cases would be solved by the "bind projects to external things" request, but not all of them.
For example, we have some policy-only projects that allow users to take extra actions in phabricator. We want users to be able to apply to join those projects.
In addition, some projects are blocking reviewers on certain types of diffs. After some amount of time we want users to apply to join that group so they can bypass the blocking review.
We haven't seen other requests for this and it doesn't seem likely to be especially valuable to very many installs. As a workaround, you could perhaps use a task or conpherence room to collect join requests instead ("comment on this task if you want to be added to project X" + link to the task in the project description).
