Allow merge commits to be excluded in Herald rules for Audit

Description

Currently we have a Herald rule which triggers an audit for every commit in a certain repo, but it would be ideal to exclude merge commits. Herald doesn't give us an option of excluding merge commits as a rule.

I'm interested in implementing this feature, is this something that would be accepted to be merged in upstream?
