We only need this on admin.phacility.com. Major value is defusing brute-force password guessing attacks.

• Go sign up for ReCAPTCHA.
• Drop the credentials into core/conf/phabricator/admin.conf.php to get them set on the admin instance.
• Use core/bin/remote upgrade admin001 to deploy them.
• That'll probably have some issues, yell at me with whatever you hit and I'll sort out your credentials.
• There's basically no way to test deploy stuff without committing, pushing, and deploying (the code that runs is origin/master, not your local working copy), so don't worry about getting it reviewed.
• We could disable CAPTCHAs on the registration screen if you have an invite, if we don't already do this.
