On T6802 I found out that the 'Edit project' screen for a publicly visible project on WM's Phabricator (no login required to view most things, default public) does not show up when logged out, despite it being visible to an unprivileged user (who is not necessarily allowed to edit, but can still see policies and history and things). I reproduced this issue on my own local Phabricator instance.
