"View Wiki" link in Projects even when Phriction is not installed

Description

Project pages in Wikimedia now have a "View Wiki" link, even if we haven't installed Phriction. Clicking these links an informative dialog appears leading to nowhere. See for instance https://phabricator.wikimedia.org/tag/phabricator/

Obviously, such link should only be shown in instances with Phriction installed (and to users with permissions to access Phriction).
