Description

It would be useful to allow another service to get the SSH public key of a user on Phabricator.

Context from IRC:

This is feasible from technical and product points of view and generally a reasonable feature.
T4587 has some previous discussion.
Minor hard technical blocker in part of T5833, which is currently doing some mutations to this table to allow Almanac devices to have keys (in addition to users).
Likely somewhat blocked by T5955 since SSH key auth is intertwined with Almanac/Cluster/Conduit stuff.
Possible general blocker in T5873, although probably not relevant since SSH keys don't interact with core infrastructure.
