Custom Fields - add concept of "needed for quick create" for a given field

Description

This would need to interact with "required" and basically always be shown if "required" is true. Otherwise, if this is true / false, show accordingly.

Idea comes from T6145.

I removed "Quick Create" entirely in T9905, so this is obsolete (at least, for now).
