Private keys are generating with excessively strict permissions

Description

In Settings > SSH Public Keys > Generate Keypair, the private key is getting too-strict permissions. Likely the viewPolicy is being set to noone, but should be set to the author's PHID. This is probably an artifact of recent changes to lock down file access.

Specifically, if you Generate Keypair and then try to download the private key, you hit a policy roadblock.
