Generating the private key with the acting user's permissions

Description

I made a bot. Then went to that bot's settings > ssh > generate keypair > download private key.

Turns out I don't have permissions to download that object.

I presume you were an admin, we should fix this.

Hmm, I am able to download (as admin) the bot's key pair. What am I missing here for a repro?

I believe this was resolved in T5931.

So to resolve, update Phabricator including restarting webserver, etc. then re-gen the private key, and you should be able to download it.
