Password is not prompted to be set after invite email or reset password email

Description

Our Phabricator install is about a month old. The only auth enabled is Google Apps integration. Because I need a special account created, I enabled the login/password auth then created an account by hand in People and sent the welcome email.

After clicking on the link in the email, sign-in works but there is no prompt to set a password.

The same problem happens if sending a reset password email.

Is account.editable disabled in your configuration?

Okay. The logic currently skips password resets if that's disabled, but offhand that doesn't make sense to me. Let me dig through the changelog and see if I can figure out why we're doing that.

I think it may be a very, very old feature which predates authentication providers. If so, it was likely obsoleted when we let you choose not to have a password provider.
