Ability to rename flags

Description

I find flags useful conceptually, but I don't really use them too much because I know I'll never remember what color to flag something. I would prefer to choose actionable names for flags rather than refer to them by color.

I think this is reasonable and they can just be stored in preferences, it mostly just needs some UI.
