Description

I got an "Action With No Effect" warning when commenting on a diff. It's been happening consistently for me since I updated our install this morning (previously we were only a few days behind).

Is this happening for any comment, or just those which include a project #hashtag which the revision is already tagged with?

Yell if you're still seeing it after that, but I'm strongly suspicious that's the root cause.
