Keyboard shortcut to create inline comment

Description

Performing a review entirely with the keyboard would be very useful. Being able to accept (reply "LGTM") with the keyboard depends on T4043: Provide a keyboard shortcut to focus the comment textarea in Differential.

When navigating diff chunks with j/k, 'r' could start a new inline comment over the current chunk.
