Don't require project edit permission to adjust workboards

Last week I modified the permissions on all of our projects such that only admins could modify projects. I later had to revert this change because users were unable to modify workboards.

It would be great if workboard permissions was separated from general "can edit" permissions. My intention was to prevent non-admin users from modifying the title and/or description of a project.

Yeah, workboard policy rules are a little weird right now. Possibly they shouldn't be checking project edit permissions at all.
