Allow default severity to be set in `.arclint`

Description

It would be good to be able to set a linters default severity from .arclint, in addition to setting severities individually.

Linters don't have a concept of "default" severity, do they? Would it be valuable to add one?

What cases would this cover above and beyond using severity.rules with a "(.*)" => "warning" sort of rule?

Yeah, I think this would probably solve it (albeit being a little less user friendly). Feel free to close this ticket.

I think using severity.rules is reasonable, and I think we're going to get more aggressive about default classifications of messages so changing everything should hopefully be rare in the future.
