Fix vertical UX action on Workpanels

Description

I want to restrict the height of a column to the height of the workarea on workboards. Then, each panel becomes scrollable on its own making moving tasks less difficult and easier to find the target column (since the headers will be fixed).

Could you just have column titles stick at the top of the page when you scroll down? The column title could act as a drop target even if you've scrolled past the tasks on that column.

This basically will make workboards columns always visible by making the height fixed and only the internal bits scrollable, it should do what you're expecting (since you won't be able to scroll down). This UX is more like Trello, which many people seem to prefer.

@chad I realized that shortly after posting. Fixed height on the columns is much better..

This is basically the same as T5240. I'm not 100% sold on making the columns scroll internally, but will probably just do whatever's easiest.
