Never try to run README as a commit hook

Description

A bunch of users chmod -R 777 / or something, and end up with README having +x in the commit hook directory.

We should explicitly exclude this file, even if it has +x, since this is a recurring source of confusion and doesn't really do any other damage (beyond being silly).
