SVN file moves for hosted repositories aren't translating a protocol frame?

Description

@mbishopim3 reports an error with committing a file move with spaces in it to a hosted SVN repository.

My guess is that we have an untranslated URL in a protocol frame somewhere.

Confirmed, operations such as svn mv work correctly now.
