Support Mercurial repository mirroring

Description

Repository mirroring:

  • should support Mercurial;
  • should move to an Engine;
  • should fail mirrors individually (that is, if mirrors A, B and C are configured and the push to A fails, the pushes to B and C should not);
  • should have a bin/repository mirror diagnostic command.

Those diffs cover everything except Mercurial.

Oh, D7637 also covers mirroring non-hosted repositories. I think this is stable now so I'm just going to land that -- there's no technical reason not to.
