Email handling mangles non-UTF8 somewhere in the pipeline

Description

@mbishopim3 reports an email with a Word curly quote getting cut off. This might be a bug in something we don't directly have control over, but it might be a bug in our stack too. Shove some non-UTF8 emails through the pipeline and see what breaks.
