Allow administration of VCS password and SSH keys for System Agents

Description

There's currently no way of settings the VCS password or SSH keys for System Agents, which prevents them from cloning repositories. The only option we have at the moment is to use our own VCS password or SSH key, which isn't very nice (or secure).

Throwing this in some bin/ script is probably a million times simpler.

After all the attached stuff lands, you can manage users from their profile page (including deleting users, disabling users, and changing usernames).

For bot accounts, you can "Edit Settings" from their profile page. This will take you into a limited view of their Settings panels and allow you to adjust VCS information, SSH information, and view Conduit certificates:

New bots will also get their email address automatically verified, so that mess shouldn't be an issue any more.
