Add timestamp to Notifications

Description

Would be awesome if notifications (http://phabricator.corp.standardtreasury.com/notification/) looked more like feed (http://phabricator.corp.standardtreasury.com/feed/). Well, maybe not -- I like how notifications are more dense, but I do wish they had timestamps at least. Other differences include a snazzy icon and hovercards on names and diff titles.

PS: couldn't find a project for notifs. Is it called something else?

We have space for this on /notification/ now, I think, although squeezing it into the menu might be a bit tricky. Might be worthwhile doing day-by-day headers on /notification/ too.

This is pretty much just a design issue, all the data is present and easily accessible.

Where is the 'right place' to set $this->user inside notifications, seems dicey everywhere I look/try.
